Message from the Superintendent about the Accountability Ratings

Dear Parents and Guardians,

Magnolia ISD values a fair accountability system but not one that diminishes the daily work and successes of our teachers, students and administrators. As a public school, we strive to meet the needs of all our students through a broad range of areas—academics, college readiness, fine arts, athletics, and workforce preparation in order to produce well-rounded, civic and socially responsible citizens.

In 2015, the 84th Legislature enacted House Bill 2804 which required an assignment of an A-F rating system for public schools which is scheduled to go into effect for the 2017-2018 school year. This week, the Texas Education Agency (TEA) released a “What if” scenario if the system would have been in place this year.

The purpose of the new accountability system was to make public school ratings clear and easy to understand. In reality, the system to calculate the scores is quite complex, far surpassing any grading system used in our public schools.

Students learn material throughout a grading period, then they are tested on the content, and receive a grade of A, B, C, D or F, and then an average grade for mastering the content area. The new accountability A-F rating is calculated on a single STAAR testing day with limited opportunities for students to retest.

The new accountability system is not a measure of the effectiveness in our district or a measure of the things we do to enrich the lives and success of our students. When reviewing Magnolia ISD’s ratings, we are comparable to the other districts within Montgomery County and the region.

Magnolia ISD will continue to provide quality, meaningful instruction and strive for continuous improvement using information from the STAAR test and more. We will continue to move forward to do what is best for our kids and that is what makes us “Dedicated to be the Best District in the State of Texas.”
