Next year, three of the district's elementary schools will be near full capacity, and in three years, more than half will be near or over capacity. This bond would allow for the construction of two new elementary schools to relieve overcrowding.

The 2025 Facility Planning Committee was composed of 42 citizens, including parents, grandparents, business leaders, students, civic leaders, educators, and Magnolia ISD alumni.  The Committee reviewed and analyzed demographics, growth and enrollment patterns, district educational programs, and district finances to ultimately form a recommendation to present to the Board of Trustees.  This proposal is based on their recommendation.

All committee members were able to ask questions, express their opinions, and offer suggestions and recommendations throughout the process. They reviewed and analyzed the demographics, growth and enrollment patterns, tax impact scenarios, district finances, educational programs, and the current and long-term needs of the district.  

Magnolia ISD is experiencing rapid growth. MISD is part of the second fastest growing new build housing market in America. That population boom has also led to an enrollment boom. Magnolia ISD is expected to grow to more than 18,000 students by 2029 and more than 22,000 students by 2032. 

A comprehensive school is a public school that provides a broad range of academic, extracurricular, and co-curricular programs designed to meet the needs of all students, regardless of their abilities or interests.  Costs for a comprehensive school include design, engineering, construction, furniture, fixtures, and equipment, as well as educational, fine arts, co-curricular, and student activities programming. 

Collaborative spaces are areas designed to encourage and facilitate students working together, sharing ideas, and engaging in active learning. These spaces allow for an environment where students can easily collaborate, innovate, and problem-solve in ways that align with modern teaching methods and the demands of the future workforce.

The 2025 bond proposal will support every student, current and future, and every campus in Magnolia ISD.    

This bond would provide facility updates at every MISD campus as well as wireless upgrades, fire alarm systems, data storage, and backup power.

Magnolia ISD is growing rapidly. Buying land now secures locations for future expansion at a lower cost than purchasing the same land in the future.     

Due to a growing tax base and paying off past debt, the district is able to finance these bonds using the current tax rate. The district’s tax rate will not increase as a result of these bonds.

One hundred percent of bond dollars will stay in Magnolia ISD and are not subject to recapture by the State.

School districts do not receive state funding for building new schools and facilities; instead, they must use voter-approved bonds, which help pay for large projects that are repaid over time, similar to a mortgage.

Bond funds can be used to pay for new buildings, additions, and renovations to existing facilities, as well as land acquisition, technology infrastructure, and equipment for new or existing buildings. Bonds cannot be used for salaries or operating costs such as utility bills, supplies, building maintenance, fuel, and insurance.      

Magnolia ISD levies an Interest and Sinking (I&S) fund rate. The I&S rate can only be used to repay debt.   

Magnolia ISD’s current I&S tax rate is $0.2926.

A school district’s tax rate is made up of two parts:

• Maintenance & Operations (M&O): This portion covers the district’s daily operating expenses such as teacher salaries, classroom supplies, utilities, and general maintenance.

• Interest & Sinking (I&S): This portion is used exclusively to repay debt for major projects like new school buildings or renovations, as approved by voters through bond elections. The amount of taxes paid by each taxpayer is calculated by multiplying the district tax rate by each $100 of taxable value of the property. Therefore, if your assessed taxable value goes up, the amount you pay will go up even if the tax rate remains unchanged. The assessed value is set by the Montgomery County Appraisal District, not the school district. 

Magnolia ISD is looking at multiple options for the length of amortization, but it will not exceed 30 years. 

No, short-term assets are financed with short-term bonds, which match the life of the asset.

• Magnolia ISD is one of only nine districts in the State to have earned financial transparency stars in three categories. 
• Magnolia ISD’s aggressive debt management plan has saved the district and our taxpayers over $71 million in interest and bond principal since 2009.
• The Magnolia ISD tax rate is the lowest in almost 20 years at $0.9583. The second lowest in Montgomery County. 

Early Voting begins on Monday, October 20th, and ends Friday, October 31st. Election Day is Tuesday, November 4th.

The district does not receive additional funding when property values increase due to the school funding system in Texas. As property values rise, state funding decreases, resulting in neutral revenue for the district.
