Captain Swanson is a native of Victor, New York. He graduated from
Victor Central School in 1981 and enlisted in the Navy Reserves to
attend the Naval Academy Preparatory School beginning in July 1981.
Captain Swanson earned his Bachelor of Science in Mathematics from
the United States Naval Academy when he commissioned in May 1986.
Captain Swanson also attended the U.S. Army Command & General
Staff College at Ft Leavenworth, KS, and earned a Masters in Strategic
Studies at the U.S. Army War College, Carlisle Barracks, PA. His tours
include:
 USS Inflict (MSO 456) in Norfolk, VA, as the Communications
Officer, Combat Information Center officer, and Operations Officer,
earning his Surface Warfare Officer qualification and
 USS Chandler (DDG 996) in San Diego, CA, as the Damage
Control Assistant (DCA) and the Ships Material & Maintenance
Officer.
 Commander Amphibious Squadron 3 (CPR-3) as the Assistant
Operations Officer. While with CPR-3 initiating Operation RESTORE HOPE and serving as a UN
Military Observer in the United Nations Mission for Western Sahara (MINURSO).
 Mobile Inshore Undersea Warfare Unit 214 (MIUWU 214) serving as the Electronic Maintenance
Officer, Training Officer, Operations Officer, and the Executive Officer. Recalled to active duty and
deployed to Augusta Bay, Sicily, and Souda Bay, Crete, providing force protection and seaward
security in support of Operation NOBLE EAGLE and IRAQI FREEDOM
 Explosive Ordnance Disposal Mobile Unit 12 reserve unit Commanding Officer, deploying two
Ordnance Clearing Force Protection detachments in support of Operation IRAQI FREEDOM.
 354th Civil Affairs Brigade as an individual augmentee to serve as a field Civil Affairs (CA) Officer.
Deployed to Iraq as the OIC for the CA Operational Planning Team assigned to Multinational
Division Center-South (MND-CS) and the Deputy G9 on the Division Commander’s staff.
 Combined Security Transition Command – Afghanistan (CSTC-A), as the Program Manager for the
Afghan Border Police and Special Police programs in the J7 Joint Readiness Directorate.
 Commander, Maritime Expeditionary Security Squadron ONE (MSRON 1) as the Operations &
Plans Officer. recalled to active duty and deployed to Kuwait with MSRON 1 in support of Operation
IRAQI FREEDOM on Task Group 56.5 (CTG 56.5) staff and served as CTG 56.5’s Seaward Security
Officer and extended for duty with Multinational Force-Iraq (MNF-I) as the Operations Officer for
Navy Central Command’s (NAVCENT) Maritime Component Coordination Element (MCCE).
 Recalled again to active duty and deployed to serve in the Plans Directorate at Combined Joint
Interagency Task Force 435 (CJIATF 435) in Kabul, Afghanistan.
 Commanding Officer of Navy Operational Support Center, Harlingen, TX.
His personal awards and qualifications include the Bronze Star, Defense Meritorious Service Medal,
Navy Meritorious Service Medal (two awards), Joint Service Commendation Medal, Navy/Marine Corps
Commendation Medal (two awards), Joint Service Achievement Medal, Navy/Marine Corps
Achievement Medal (four awards), Combat Action Ribbon, Surface Warfare Officer insignia, Command
Ashore insignia, and Basic Military Parachutist insignia.

 

Master Sergeant Terry Dupart was born in New Orleans, Louisiana, in                  

1982. He graduated from Sarah T. Reed High School. He then went on
to attend Southern University in Baton Rouge, LA. After his freshman
year of college, and soon after he was 17, he had the bright idea to
enlist in the United States Marine Corps in January 2000. He attended
Recruit Training at Marine Corps Recruit Depot San Diego, CA. Upon
completing Marine Combat Training at Camp Pendleton, CA, he
attended logistics training at Camp Johnson, NC. While still only 17
years of age, he was assigned to the 3rd Force Service Support Group in
Okinawa, Japan. Upon completing his one-year tour in 2001, he was
then assigned to Marine Corps Air Station Miramar, CA. While
assigned to MCAS Miramar, he was meritoriously promoted to
Corporal and selected to serve as a prestigious Marine Security Guard.
He then went on to serve at four different U.S. Embassies, including
Niamey, Niger; Copenhagen, Denmark; Bangkok, Thailand, as well as serve on the protection team for
U.S. Secretary of State Colin Powel.
While serving at the U.S. Embassy in Bangkok, Thailand, he decided to change his military occupational
specialty to Geospatial Intelligence Analyst. Upon completing training as a Geospatial Intelligence
Analyst in 2006, he was stationed at Camp Pendleton, CA, with the 1st Intelligence Battalion. He made
multiple combat deployments to Iraq and served with the 15th Marine Expeditionary Unit aboard the USS
Boxer and USS Peleliu. Upon completing his third deployment in 2009, he was assigned to serve as a
recruiter in Atlanta, GA.
After three years of serving as a Marine Corps Recruiter and Recruiting Sub-Stationed Commander, in
2013, he was giving orders back to the 1st Marine Raider Battalion at Camp Pendleton, CA. Upon
returning, he trained to become a Foreign Military Advisor and was forward deployed to the Republic of
Georgia. While in Georgia, he was responsible for preparing Georgian Intelligence and accompanying
them on their deployment to Germany and Afghanistan in support of Coalition Forces. After a year in
Afghanistan, he returned to Camp Pendleton.
While at Camp Pendleton, he volunteered to serve with the Defense Intelligence Agency and was
stationed at the U.S. Embassy Kingston, Jamaica, in the Defense Attaché Office, where he served as the
Operations Coordinator.
In 2019, MSgt Dupart decided to retire and was transferred back to the 1st Intelligence Battalion. On 31
March 2020, he retired from the United States Marine Corps. On 1 April 2020, MSgt Dupart assumed the
duties as the Naval Science Instructor at El Camino Real Charter High School in Woodland Hills, CA,
where the NJROTC Unit competed in every Area 11 Championship and also competed in the National
Brain Brawl Competition. On 10 February 2023, MSgt Dupart assumed the duties as the Naval Science
Instructor at Magnolia High School, Magnolia, TX.
MSgt Dupart earned a Bachelor of Science in Business Administration from Park University. His
personal awards include the Joint Service Commendation Medal, Navy-Marine Commendation Medal,
Army Commendation Medal, Joint Service Achievement Medal, Navy-Marine Achievement Medal, and
the Combat Action Ribbon.

Petty Officer First Class Steven J. Robey, U.S. Navy (Ret.)                                                              

Naval Science Instructor, Magnolia NJROTC

Petty Officer First Class Steven J. Robey was born and raised in the Philadelphia, Pennsylvania area and graduated from Ridley Senior High School on June 12, 1996. Eight days later, he departed for Recruit Training Command, Great Lakes, Illinois, beginning a 20-year career in the United States Navy. After completing Recruit Training and Supply School in Meridian, Mississippi, he reported aboard USS Theodore Roosevelt (CVN 71) as a Ship’s Serviceman Seaman Recruit.

PO1 Robey served aboard Theodore Roosevelt from 1996 to 2002, advancing to Ship’s Serviceman Second Class (SH2) and completing five extended deployments. His final deployment aboard Roosevelt followed the September 11, 2001 terrorist attacks, when the carrier deployed to the Middle East in support of combat operations.

From 2002 to 2006, PO1 Robey served at the National Naval Medical Center Bethesda, where he was Leading Petty Officer for the hospital’s Central Distribution Department. During this assignment, he also served as a member of the Deployable Medical Systems (DEPMED) team aboard USNS Comfort (T-AH 20). His deployments aboard Comfort included operations in the Baltic region, support for military operations in Iraq in 2003, and humanitarian relief along the Gulf Coast following Hurricanes Katrina and Rita in 2005.

In 2006, PO1 Robey transferred to USS Leyte Gulf (CG 55), where he was promoted to Ship’s Serviceman First Class (SH1) and served as Leading Petty Officer for the Supply Department’s S-3 Division. He was also a member of the ship’s Visit, Board, Search and Seizure (VBSS) Team, participating in more than 142 anti-piracy and Maritime Interception Operations and completing three extended deployments.

In 2009, he transferred to USS Dwight D. Eisenhower (CVN 69), serving as Leading Petty Officer for S-3 Division and completing two six-month deployments. From 2010 to 2013, he served with Navy Recruiting District Houston as Recruiter-in-Charge of the Missouri City and Friendswood Recruiting Stations.

PO1 Robey’s final active-duty assignment began in 2013 aboard USS Bonhomme Richard (LHD 6) in Sasebo, Japan, where he served as Leading Petty Officer for the Supply Department’s S-3 Division. After completing 20 years of active-duty service, he transferred to the Fleet Reserve in June 2016.

PO1 Robey began his second career as a Naval Science Instructor in 2016, serving at Flour Bluff High School NJROTC from 2016 to 2024. In 2024, he joined the Magnolia NJROTC Battalion, where he currently mentors and develops cadets in leadership, citizenship, discipline, teamwork, physical fitness, and personal responsibility.

Throughout his Navy and NJROTC career, PO1 Robey has remained committed to developing future leaders and preparing young men and women to become responsible citizens who are ready to serve their schools, communities, and nation.
